A file tried to download onto my computer. It had the filename of Dartiframe.html and a Safari logo on the thumbnail. What is it? Is it safe to allow it to come onto my computer?

After a quick google search for "Dartiframe.html", this looks to be a filename associated with the company "doubleclick", who is involved with online advertising.

An HTML file shouldn't download, it should display in the browser.
You may have accidently right-clicked, or dragged the link to the desktop.
